The EAGLE group is an open assembly of technical experts from different member state of National Reference Centre (NRCs) on land cover. Currently, the development of EAGLE concept and methodology is being funded by the European Environment Agency (EEA) under the framework of Copernicus program. Initially, the group worked on a voluntary basis, not financed by any external budget, except the home institution seconding their experts to the working group meetings. The meetings were partly supported by FP7 geoland2, partly FP7 HELM which also has incorporated EAGLE as a task. From 2014, the EAGLE consortium has been funded by EEA for a number of Service Contracts to further develop the concept.

ReSAC is involved in in the following tasks:
Remote Sensing Application Center – RESAC is the contractor of a Contract with subject: “Identifying areas of significant potential flood risk (ASPFR) in Danube River Basin Directorate pursuant to Art.146 d of the Water Act and in compliance with the methodology pursuant to Art.187, para.2, item 6 of the Water Act”. The activity under the contract is part of the activities under project “Preparation of Flood Risk Management Plans”, financed under procedure for direct provision of grant BG161PO005/12/1.20/02/29 under Priority Axis 1 under Operational Programme “Environment 2007-2013”, implementing a Directive 2007/60/EU.

Remote Sensing Application Center - ReSAC is a contractor under Contract No РД 50-41/19.02.2013 for execution of consultation activities on the yearly performed analysis (quality analysis) of the Land Parcel Identification System for Bulgaria in the year 2012 according to the requirements of Art.6 of Regulation 1122/2009 of the European Commission.
