EAGLE: Assistance to the EEA in the Production of the New Corine Land Cover (CLC) Inventory Including the Support to the Harmonisation of National Monitoring for Integration at Pan- European Level

The EAGLE group is an open assembly of technical experts from different member state of National Reference Centre (NRCs) on land cover. Currently, the development of EAGLE concept and methodology is being funded by the European Environment Agency (EEA) under the framework of Copernicus program. Initially, the group worked on a voluntary basis, not financed by any external budget, except the home institution seconding their experts to the working group meetings. The meetings were partly supported by FP7 geoland2, partly FP7 HELM which also has incorporated EAGLE as a task. From 2014, the EAGLE consortium has been funded by EEA for a number of Service Contracts to further develop the concept.

The EAGLE concept …

  • can be a useful framework for the integration of LC / LU information from various data sets in one single data model
  • is applicable on both national and EU level
  • is a vehicle for comparison and semantic translation between different LC/LU nomenclatures, and facilitates data exchange
  • is open to be implemented as a LC / LU data collection standard for national land monitoring initiatives
  • can be a coherent common data framework for several single Copernicus products (CLC, HRLs, Urban Atlas).

ReSAC is involved in in the following tasks:

  • Task 1: Development of explanatory documentation for the EAGLE concept
  • Task 2: Fine tuning of the EAGLE data model & matrix

Identifying Areas of Significant Potential Flood Risk (ASPFR) in Danube River Basin Directorate

Remote Sensing Application Center – RESAC is the contractor of a Contract with subject: “Identifying areas of significant potential flood risk (ASPFR) in Danube River Basin Directorate pursuant to Art.146 d of the Water Act and in compliance with the methodology pursuant to Art.187, para.2, item 6 of the Water Act”. The activity under the contract is part of the activities under project “Preparation of Flood Risk Management Plans”, financed under procedure for direct provision of grant BG161PO005/12/1.20/02/29 under Priority Axis 1 under Operational Programme “Environment 2007-2013”, implementing a Directive 2007/60/EU.

Consultation Activities on the Yearly Performed Analysis (Quality Analysis) of the Land Parcel Identification System for Bulgaria in the Year 2012 According to the Requirements of Art .6 of Regulation 1122/2009 of the European Commission

Remote Sensing Application Center - ReSAC is a contractor under Contract No РД 50-41/19.02.2013 for execution of consultation activities on the yearly performed analysis (quality analysis) of the Land Parcel Identification System for Bulgaria in the year 2012 according to the requirements of Art.6 of Regulation 1122/2009 of the European Commission.

The following main activities are included in the scope of the contract between Ministry of Agri culture and Food and Remote Sensing Application Center – ReSAC:

  • Technical consultation on the preparation and implementation of Executable Test Suite (ETS) for the year 2012, in accordance with the requirements of DG JRC (Directorate General Joint Research Center) under EC
  • Training of MAF’s technical staff on ETS; - Technical consultation on the preparation of the LPIS QA 2012 report, as well as on the strategy for LPIS updating.
